It is what it is is an expression used to characterize a frustrating or challenging situation that a person believes cannot be changed and must just be accepted. Deal with it. C'est la vie. It's usually used to answer a question that cannot be adequately answered. There is nothing more to say or to do concerning the matter. An indication of acceptance, especially of a situation which is not entirely favorable.
